IN BRIEF - WTO Members Prepare to Shift Gears in Fisheries Negotiations

WORLDWIDE
Thursday, November 15, 2018

WTO members negotiating a proposed agreement to tackle harmful fisheries subsidies held a second cluster of meetings last week as part of their September-December work programme, hearing reports about brainstorming sessions in “incubator groups” the week before and completing the streamlining of a document consolidating all existing proposals.

Apart from the streamlining of the text and the consideration of incubator groups’ reports, last week’s cluster of meetings also included a “text-based discussion” focused on possible disciplines on subsidies that contribute to the fishing of stocks that are in an overfished condition. Efforts to translate various positions into draft provisions, however, remained difficult, sources said.

“In terms of substance, there was not much movement at all. But we are still relatively early in the process, and nobody is going to make big moves at that stage,” one delegate told Bridges.

Delegates also began reflecting on how to organise negotiating work on fisheries subsidies next year, with various members calling for a shift in gears into full-on negotiating mode as the end-2019 deadline for reaching an agreement approaches.

IN BRIEF - Jamaica's queen conch fishery nets MSC certification

JAMAICA
Monday, March 18, 2024

Jamaica has received the Marine Stewardship Council (MSC) certification for the Jamaica Queen Conch (Pink conch-Strombus gigas) Industrial Dive Fishery located in the Pedro Bank.

This certification marks the first of its kind for a Conch Fishery, making Jamaica a forerunner in the world.

The MSC program is the most robust certification scheme for wild-capture fisheries in the market and requires an exhaustive assessment of the fishery and practices against three principles - Stock Health, Environmental Impacts and Effective Management.

With this certification, buyers, retailers, and general consumers are assured that our wild-capture fishery conforms to the internationally recognized standards for environmental sustainability. Further, this certification can be used to gain further access to supply chains that require MSC-certified seafood.

The certification is valid for five years and covers hand gather using free-diving, scuba, or hookah dive gear for Queen Conch. Vessels and companies authorized to use the MSC logo for sales of Queen Conch into the MSC supply chain are listed in the Public Certification Report and can be viewed on the MSC website.

IN BRIEF - FFAW pleads with fisheries minister to open snow crab market, arguing harvest too much for local processors

CANADA
Monday, March 18, 2024

Union says processors don't have the capacity to process the entire expected harvest

The Fish, Food & Allied Workers union (FFAW) formally urged Fisheries Minister Elvis Loveless to open the fisheries to outside buyers in a letter on Friday, following a week of intensifying protests from harvesters.

The letter is a response to Loveless's own letter from Thursday evening, in which he requested a plan from the union that would guarantee the jobs of all FFAW members, harvesters, and fish plant workers if the market opens.

Fisheries Minister Elvis Loveless

"Any decision to allow outside buyers must consider the impacts on all partners in the seafood industry, and particularly on fish plant workers," Loveless says in his letter, adding that if such a plan is presented by the FFAW, the government will consider opening the market to outside buyers for snow crab.

"More competition and market access for harvesters is desperately needed," the union wrote.

Since March 4, crab harvesters have been protesting at Confederation Building, asking for an open market so they are not forced to sell their crab only to processors in the province.[...]
