Argentine Shrimp Crisis: «If Rawson maintains 70 thousand tons, we agree to quota»

The president of CAFACH, Gustavo González, sets the floor that would allow them to accompany the measure, defends the VACOPA permits, and warns that if the Law does not weigh the labor force, it will have to be modified. Exclusive interview with Guillermo Nahum of Revista Puerto.
At the center of the debate over the future quota system for prawns, Gustavo González, president of the Chubut Yellow Fleet Chamber (CAFACH), has presented a stance defined more by the "how" than by a resounding "yes" or "no" to the system. In an exclusive interview with Guillermo Nahum of Revista Puerto, González defended the historical participation of the Rawson fleet and the right of VACOPA permits to be included in the distribution, putting a key figure on the table.
The Catch 'Floor' and the Fleet's Stance
González stressed that their support for the quota process directly depends on respecting the city's operational and labor base.
"For us, there is no yes or no to the quota system; the issue is the how; and there, we will know whether our position is for or against the quota system."

Non-negotiable Floor: The president of CAFACH was emphatic in establishing a minimum annual catch volume for the Rawson fleet. "Rawson cannot operate with less than 65 or 70 thousand tons per year."

Ideal Average: Although he acknowledges that last year's record of 110 thousand tons was detrimental, he considers that an average of 70 or 75 thousand tons is enough to maintain jobs.
At the conclusion of the interview, González confirmed the Chamber's position: "Yes, if Rawson can maintain its historical catch level, which is around 70 thousand tons, I think that well-distributed so that everyone can continue developing the activity, I agree."
Defense of History, Labor, and VACOPA Permits
The Rawson Yellow Fleet uses its role as the engine for the development of the fresh industry in Chubut to demand appropriate participation in any quota system.

Historical Participation: González assured that the CAFACH vessels have had a large participation in the last twenty or twenty-five years, annually fishing between 60 and 80 thousand tons. To weigh this, he suggested taking as a reference "the best eight of the last twenty years" of catch history.

Inclusion of VACOPA: He defended the participation of VACOPA (Patagonian Coastal Varied) permits that fished within the province of Chubut. González clarified that many of those vessels "had national prawn permits" so that history must be recognized.
A central point of conflict is the recognition of the labor force. Although processing is done in third-party plants, the president of CAFACH argues: "The development of the fresh fishery in the province of Chubut is born and maintained by CAFACH, by what the historical Rawson fleet has generated." He warned that if the parameters of Article 27 of the Federal Fisheries Law do not allow this participation of the Rawson fleet to be weighed, the regulation will have to be modified, as it is a law that is 30 years old and needs to be updated.
