SNP open letter: The devil is in the details

"It is no secret to anyone that 2019 has been a bad year for fishing. In fact, only 3.4 million MT of anchovy could be captured, that is 44.2% less than what was caught in 2018, when 6.1 million MT were obtained.
To continue delving into the instability of the sector, an Emergency Decree (DU) has been published on the eve that modifies the Law of creation of the IMARPE, which we understand was not considered in the agenda of the Council of Ministers. Thus, it is not possible to understand the urgency of issuing this norm three days after the election of the new Congress, nor the economic - financial nature, so it would be unconstitutional.
On the other hand, although everything is perfectible, the reasons for a change in an institution that has been working independently for more than 57 years, with a globally recognized technical solvency, are not understood. Moreover, the 2014 FAO audit - referred to in the media - recognizes the structure of IMARPE as appropriate.
Thus, it is very worrying that with this DU the independence and autonomy of the IMARPE is subtracted. And, since the devil is in the details, the norm would allow an interference in this organism, since its president can be removed when trust is taken from PRODUCE.
Now, although the idea of a public contest would seem like a good idea, it is left to the criteria of a commission in which PRODUCE itself participates, to establish the requirements to access such an important position, which reduces impartiality.
It is a pity that between roosters and midnight a rule is approved that will have effects not only on the stability of the fisheries sector but also on the country."
