In Russia, they propose to hold auctions for the capture of aquatic biological resources in electronic format. The deputies plan to consider the bill in one of the plenary sessions of the State Duma in the spring session.
The authors of the new document propose to enshrine in Russian legislation the procedure for conducting online auctions to conclude agreements to secure the part of the quota for the extraction of aquatic biological resources. The same procedure will be applied to contracts for the use of aquatic biological resources and contracts for the use of a fishing place.
According to the explanatory note of the bill, such measures will shorten the auction time, as well as reduce the costs of the auction participants. Note that previously the Government of the Russian Federation allowed electronic auctions for fish farms.
The mechanism has already been tested and is currently working in the Far East. There, a new procedure for registering agreements to obtain quotas for the extraction of aquatic biological resources made it possible to allocate twice as many water areas in one year as in the previous 20 years. In 2018 a digital service was launched that allows you to automate the formation of fish hatcheries. The investor can independently choose on an electronic map at four points a plot of 100 to five thousand hectares in the accessible area.
