Government rejects inaccurate statements about unilateral increase of jack mackerel quota

  • The Ministry of Production says that the quota of 138,000 tons of jack mackerel applies to waters under national jurisdiction and is therefore not set by the OROP-PS
  • The SPRFMO sets catch limits on the high seas, and in jurisdictional areas only when a State authorizes its consent, what Peru has not done
  • However, Vanuatu, with support from Chile, has requested a meeting to address this issue from the Executive Secretary of the OROP-PS

The Peruvian government rejects the inaccurate statements of the Chilean Undersecretary of Fisheries on the unilateral increase of the national quota for jack mackerel, said the Ministry of Production (PRODUCE).

“Vanuatu, with support from Chile, argues that Peru has unilaterally increased the national jack mackerel catch limit to 138,000 tons, by equivocally indicating that the South Pacific Regional Fisheries Management Organization (SPRFMO) establishes a quota that includes the waters under national jurisdiction," said María del Carmen Abregú, PRODUCE’s Vice Minister of Fisheries and Aquaculture.

She noted that in accordance with its constitutive treaty, the SPRFMO sets catch limits for the high seas, that is, outside the waters under the national jurisdiction of the Member States, and only in jurisdictional areas when a coastal coastal State grants its consent for this, which Chile has done but it does not happen in the case of Peru.

“In 2019, the Peruvian State, fully exercising its sovereignty rights in the waters under its national jurisdiction and considering the scientific information provided by the Institute of the Sea of Peru (IMARPE), issued three Ministerial Resolutions establishing the national jack mackerel catch limit , a resource that is destined for direct human consumption, which contributes to the country's food security objectives,” added the vice minister.

Peru will defend its position before the international community

Abregú said that Vanuatu and Chile have requested the Executive Secretariat of the SPRFMO to convene an extraordinary meeting in which it would be addressed, as a single issue, the catches of jack mackerel made by Peru in its jurisdictional waters.



In that regard, she argued that in the face of the aforementioned statements, Peru, through the pertinent instances and in full exercise of its powers under the Political Constitution, other relevant norms of national law and international law, will support the national position before the necessary bodies to clarify inaccuracies that lead to confusion not only of the other members of the SPRFMOS, but of the international community and public opinion in general.
