The judgment of residence was a procedure of the Indian right that the officials underwent at the end of their management, where the public officials were evaluated, whatever their hierarchy and, their result led to the recognition and, eventually, the granting of new charges of greater hierarchy, the application of fines, the prohibition to exercise new functions and, even, the application of the vile club were derived.
Then, due to a more humanized and permissive justice, for "the one who is free from sin who throws the first stone" applies "the breach of the duties of a public official" of very difficult and slight sanction, since - the accused would allege - he carried out his duties with suitability and good understanding and, in that case, the very generic “God and the Country demand me” is imposed on him.
It will be ahead to initiate the official a criminal judgement based on unequivocal evidence that his actions, carried out in full knowledge of the prohibitions established by the fishing legislation, the reports and opinions formulated by the National Institute of Fisheries Research and Development (INIDEP) regarding the limitation of permits and catches and, his own background prior to the assumption of office, should have prevented him from injuriously administering the fishery resource, deprecating it, causing damage to all the concession companies, job losses and unsustainability of the riverside communities and, even worse, not ensuring this natural resource to the next generations.

We have become accustomed to blaming the previous government and thereby diluting the responsibilities of the officials in the mistakes in the execution of the policies. And it is not that we find these with wounded hands from putting so much hand in the can. There is no such way to detect corrupt and inept officials. It is the results that paint it full length.
Some days ago, Revista Puertohas revealed a series of irregularities that will have a direct impact on the sustainability of two of the three most important species in the country. The reading of the last Minutes of the Federal Fisheries Council, although they do not textually transcribe the content of the meetings but their conclusions, show us the arbitrary management of this resource of all Argentines, a few days - as indicated by the surveys - before this Government leave the national administration.
I modestly suggest that we end the arbitrary administration, incapable and irresponsible, that mortgages our future. Officials must assume that they are administering our assets, not theirs, which in their capacity as public official must administer ethically and within the limits imposed by the Law. And in that sense, the next authorities should analyze the actions by the Undersecretary of Fisheries of the Nation Dr. Juan Manuel Bosch.

We will see there if this official has admitted the discarding of hundreds of thousands of tons that could feed millions of children and adolescents; if any of the officials in charge or the same has been reached by the Law of Public Ethics 25,188 (its articles 13 and 15); if he avoided the substitution of the landed species, favoring the distortion of the quotas assigned to the companies and causing depredation and inequality in the distribution of the quotas; if, as a result of discards, predation and substitution did not guarantee the sustainability of the Argentine sea for current activities and future generations; if he eliminated or reduced black work in industrial activity; if he admitted the low use of state-owned resources by exporting products with low added value; if private quota sales were made and if he admitted transformations that increased fishing effort; if the national consumption of fish increased and for this reason there was no greater added value, employment and improvement of the Argentinean diet; if he promoted the fishereries concentration; if he assured small and medium-sized vessels and fishing industries the resource to guarantee economic and social sustainability; if he carried out a federal policy of exploitation of resources to guarantee the industrialization of the maritime coast; if he carried out a policy of sustained renewal and safety of ships, to prevent 50% of active vessels from being obsolete, causing shipwrecks and death; if he acted on the owners of abandoned ships that hinder the operation of the ports; if he respected INIDEP technical reports regarding the availability of species, closures and harvest closures; if you have followed up on the approved projects to ensure that the plans that resulted in the allocation of fees and authorizations have been fulfilled; if he has carried out any specific task aimed at eradicating illegal fishing (INDNR); if he has complied with the National Constitution regarding the transitory clause or has carried out direct or indirect practices that favor the British regarding the development of the Falklands; if he has supported or opposed the regional control of the South Atlantic by Flag States; if he has made agreements with Montevideo so that its ports do not provide services to foreign vessels operating in the South Atlantic with or without a British license; if he has intervened in the preparation of the bidding documents for the granting of offshore areas for the exploitation of hydrocarbons that could be incompatible with the fishing exploitation.
The ineffectiveness, negligence, inequity or the attack on the sustainability of the resource or the environment can be of the highest severity when it comes to administration a renewable but agotable resources of all Argentines.
