New high-level expert group under the European Ocean Pact opens four-week call for applications

The European Commission has officially launched a call for applications to join the newly established High-Level European Ocean Board, a key advisory body created under the European Ocean Pact. The application window will remain open for four weeks, offering experts and organisations the opportunity to help shape the future of EU ocean governance.

The Commission will appoint up to 25 members, selected for their expertise and leadership in ocean-related fields. The Board will serve as a strategic advisory group, supporting the implementation of the Ocean Pact and strengthening coordination across European maritime policies.

Selection Criteria

Candidates will be assessed based on:

• Demonstrated experience in areas related to the ocean, maritime economy, and marine or coastal policies — including fisheries — particularly at the European and/or international level

• The skills, experience, and seniority of the proposed representatives

• A strong command of English, sufficient for active participation in discussions

The Commission aims to ensure broad geographical representation across EU Member States, reinforcing diversity and balanced expertise within the group.

Mandate and Responsibilities

The High-Level European Ocean Board will:

1. Advise the European Commission on the effective implementation of the European Ocean Pact

2. Provide expert opinions on specific ocean-related challenges

3. Foster dialogue to enhance coherence and synergy between EU policies and private-sector initiatives

In particular, the Board will play a central role in the upcoming ocean observation initiative, supporting advances in ocean knowledge, research and innovation, ocean literacy, and the maritime economy.

Terms of Appointment

Selected members will be invited to a first meeting in March 2026 and appointed for a term of up to five years. The Board will meet once per year.

While membership is unpaid, the Commission will reimburse travel and subsistence expenses.

The Board welcomes representatives from EU-level organisations and civil society, provided they demonstrate comprehensive competence in ocean-related fields.
