AquaBoreal Wins Government Approval for Land-Based Salmon Farm in Quebec

Ministerial decree allows the Baie-Trinité project to move toward construction permits, with the first phase targeting 10,000 tonnes of annual salmon production for Quebec and Canadian markets.

BAIE-TRINITÉ, QC — A major regulatory hurdle has been cleared for AquaBoreal, as the Government of Quebec has officially filed a ministerial decree authorizing the implementation of the company’s land-based salmon farming project in Baie-Trinité.

The authorization marks a significant milestone for the Quebec-based aquaculture developer and confirms that the project complies fully with provincial environmental requirements after an extensive review process.

With the decree now in place, AquaBoreal can begin the process of securing construction permits, allowing the ambitious project to move closer to development.

Years of environmental studies

Over the past four years, the company has invested significant financial and scientific resources into conducting comprehensive environmental assessments. These studies were carried out by independent experts and relied on robust scientific data, focusing on transparency, environmental performance, and social acceptability.

The approval confirms that the proposed facility meets the Government of Quebec’s environmental standards, a key requirement for major aquaculture developments.

Located east of the village, in the Petit-Mai sector of Baie-Trinité, AquaBoreal’s land-based aquaculture project is located in the heart of maritime Quebec, bordered by the Gulf of St. Lawrence

Power, permits, and social acceptance

According to the company, three essential conditions are now in place to move the project forward.

First, AquaBoreal has received preliminary approval for power allocation, subject to specific conditions. Second, it has secured the necessary regulatory approvals, including the newly issued ministerial decree, which is required to obtain construction permits. Finally, the project has achieved high social acceptability in the region — a crucial factor for large-scale infrastructure initiatives.

With these elements secured, the company says it can now advance discussions with investors and strategic partners to finalize the project’s financial structure.

Provincial officials also highlighted the project’s potential role in strengthening Quebec’s domestic food production.

Today, as a minister, I am following its development with great interest in the hope that one day we will be able to eat salmon farmed right here in Quebec. This announcement is another big step for the company as it continues to move forward. A next-generation salmon farming facility

AquaBoreal plans to develop a next-generation land-based aquaculture facility in Baie-Trinité, drawing high-quality water from the Gulf of St. Lawrence to produce salmon raised without antibiotics.

The facility will rely on advanced recirculating aquaculture systems (RAS) and integrated energy and resource management designed to reduce environmental impacts while maintaining consistent and traceable production.

RAS Project: The entire production cycle, from egg to salmon of production size, takes place in tanks, with controlled parameters 

The first phase of the project is expected to produce 10,000 tonnes of salmon annually, primarily supplying Quebec and Canadian markets. By increasing domestic production, the project aims to reduce Canada’s reliance on imported salmon while supporting provincial food security goals.

The initiative also aligns with the Government of Quebec’s Northern Action Plan 2023–2028, which promotes sustainable economic development in northern regions.

If completed as planned, the project is expected to create skilled jobs, stimulate economic activity on the North Shore, and strengthen collaboration with regional partners and communities.
