Kazakhstan Bets Big on Aquaculture Boom with $133 Million Investment Drive

Government incentives and rising private funding position the fisheries sector as a key pillar of agro-industrial growth

SHYMKENT — Kazakhstan is ramping up its ambitions in aquaculture with an investment portfolio now valued at approximately $133 million, signaling a major push to expand the country’s fisheries sector and strengthen food production capacity.

The announcement was made by Serik Sermagambetov, Chairman of the Fisheries Committee under the Ministry of Agriculture, during the inaugural “AUYL FEST. Fisheries” festival held in Shymkent.

According to officials, the ongoing projects are expected to significantly boost output, enabling the annual production of 30,000 tons of feed and 14,000 tons of fish.

Sermagambetov highlighted the sector’s rapid progress since the launch of a national fisheries development program in 2021. “The number of specialized farms in the country has increased more than two and a half times, reaching 700,” he noted.

Production has also surged, climbing from 9,000 tons to 26,000 tons per year. Private investment has followed suit. Between 2021 and 2025, a total of 95 projects in fish farming and processing were completed, representing investments of roughly $58 million and generating over 1,200 jobs. These projects collectively add more than 20,000 tons in annual production capacity.

A major driver behind this growth is robust government support under the national Law on Aquaculture. The state currently subsidizes:

  • 30% of feed procurement costs
  • 50% of expenses for fish stock, medicines, and broodstock
  • 25% of capital investments in infrastructure such as hatcheries, pond farms, and recirculating aquaculture systems
  • 50% of drilling costs

In addition, during 2024–2025, 10 aquaculture enterprises secured loans totaling around $12.7 million.

Looking ahead, the government plans to further ease financing constraints. “In the current year, the ministry is introducing a lending program for aquaculture entities to replenish working capital at an annual rate of 5% for up to 18 months, and at 6% for investment projects. The program will be launched in the near future,” Sermagambetov said.

The Shymkent forum also drew international attention, bringing together experts from Norway, Japan, the United States, and China. Discussions focused on integrating advanced aquaculture technologies and attracting foreign investment to meet national targets set for 2030.

The fisheries expansion comes amid broader agricultural growth, with Kazakhstan recently reporting grain and flour exports nearing 9 million tons, underscoring the country’s evolving role as a regional food production hub.
