China Revolutionizes Seafood Quality Control with Groundbreaking New Aquaculture Standards

The newly released regulations establish a comprehensive, full-cycle production blueprint to boost the market competitiveness of regional marine products

A major leap forward for the aquaculture industry has been officially sanctioned as China establishes strict new guidelines to govern its marine production.

The Ministry of Agriculture and Rural Affairs recently issued Announcement No. 1018, formally approving 149 agricultural industry standards for the People's Republic of China. Set to be officially implemented on October 1, 2026, the massive regulatory update features two landmark aquaculture standards developed under the leadership of Zhejiang Ocean University.

The approved directives—NY/T 5468-2026 "Technical Specification for Quality Control of Large Yellow Croaker Production" and NY/T 5469-2026 "Technical Specification for Quality Control of Mussel Production"—were spearheaded by Zhang Xiaojun, a senior engineer at the Zhejiang Provincial Marine Fisheries Research Institute of Zhejiang Ocean University.

Filling a Critical Regulatory Gap

The two newly released standards focus specifically on the Zhejiang province's two most distinctive and lucrative marine products: large yellow croaker and mussels. For years, the regional industry has grappled with systemic vulnerabilities, including inconsistent farming operations, fragmented quality control, imperfect traceability systems, and volatile product quality.

By establishing a closed-loop quality control system for the entire production chain, these directives successfully fill a long-standing gap in China's domestic standards for whole-process aquaculture management.

Shifting From Quantity to Quality

The initiative directly aligns with a broader economic transition aimed at shifting the seafood industry "from quantity to quality." The technical specifications systematically regulate key aspects across the entire supply chain, including:

  • Seedlings and operational inputs

  • Sustainable aquaculture practices

  • Secure storage, transportation, and distribution

  • Organizational management and internal self-inspection

  • Product quality and meticulous record management

By providing production entities with a unified, full-cycle blueprint, the standards are expected to heavily standardize local aquaculture practices and elevate food safety levels. Industry experts note that moving away from a scale-expansion model toward a quality-and-efficiency-oriented framework will continuously enhance the market competitiveness and brand influence of Zhejiang's marine products. Ultimately, the framework offers solid technical support to drive the high-quality development of the province's aquaculture industry while successfully increasing local fishermen's income.

農業農村部は最近、公告第1018号を発令し、中華人民共和国149の農業産業基準を正式に承認しました。2026年10月1日から正式に実施されるこの大規模な規制更新では、浙江海洋大学の指導のもとで策定された2つの画期的な養殖基準が大きく取り上げられています。

承認された指令であるNY/T 5468-2026「フウセイ生産品質管理技術仕様書」およびNY/T 5469-2026「イガイ生産品質管理技術仕様書」は、浙江海洋大学浙江省海洋水産研究所の高級エンジニアである張小軍が主導したものです。

重要な規制の空白を埋める

今回発表された2つの基準は、浙江省の最も特徴的で収益性の高い2つの海洋産物であるフウセイとイガイに特に焦点を当てています。長年にわたり、地域の産業は、一貫性のない養殖作業、断片的な品質管理、不完全なトレーサビリティシステム、そして不安定な製品品質など、構造的な脆弱性に苦しんできました。

生産チェーン全体を網羅するクローズドループの品質管理システムを確立することにより、これらの指令は、フウセイとイガイの全プロセス養殖管理における中国の国内基準の長年の空白を埋めることに成功しました。

「量から質へ」の転換

この取り組みは、水産業を「量から質へ」とシフトさせることを目指した、より広範な経済転換に直接合致しています。技術仕様書は、以下を含むサプライチェーン全体の主要な側面を体系的に規制しています:

  • 種苗および投入資材

  • 持続可能な養殖慣行

  • 安全な保管、輸送、および流通

  • 組織管理および内部自主検査

  • 製品品質および細密な記録管理

获批的指令——NY/T 5468-2026《大黄鱼生产质量控制技术规范》和NY/T 5469-2026《贻贝生产质量控制技术规范》,均由浙江海洋大学浙江省海洋水产研究所的高级工程师张小军领衔制定。

填补关键监管空白

此次发布的两项标准专门聚焦于浙江省最具特色且最具优势的两大海洋产品:大黄鱼和贻贝。多年来,区域行业一直受到系统性脆弱环节的困扰,包括养殖操作不规范、质量控制碎片化、逃避追溯系统不健全以及产品质量不稳定等。

通过构建覆盖整个生产链的闭环质量控制体系,这些指令成功填补了中国国内在大黄鱼和贻贝全过程养殖管理标准方面的长期空白。

该举措直接契合了旨在推动海产品行业“从数量到质量”转变的更广泛的经济转型。技术规范系统地规范了整个供应链的关键环节,包括:
