The Sleeping Food Giant

Food security is a political decision.” This statement, promoted by the FAO, summarizes one of the great strategic challenges of the 21st century. In a world that will demand 70% more food than it produces today by 2050, countries capable of producing proteins, sustainably managing their natural resources, and guaranteeing food supply will have an increasingly relevant geopolitical advantage.

Peru possesses exceptional conditions to occupy a leadership position in that scenario. The Humboldt Current sustains one of the most productive marine ecosystems on the planet, while our agriculture has demonstrated a remarkable capacity to supply international markets with high-value products during seasons when other countries cannot export. Few economies simultaneously bring together such marine and agri-food potential.

However, we continue to view fisheries, aquaculture, and agriculture as isolated sectors, when in reality they form part of the same national strategic system. The discussion should not be limited to how much fish, fruit, or aquaculture products we will export in the coming decades. The real question is whether we want to become a global biofood power.

The difference is substantial. A food power does not merely extract or produce resources: it develops science, technology, infrastructure, logistics, applied research, traceability, innovation, and institutional capabilities. Norway understood that its marine wealth could become a state policy driving its development. Brazil did something similar with its tropical agriculture. Both transformed natural advantages into long-term strategic visions.

Peru has not yet taken that step. Significant public and private efforts exist, and we have sectors that compete at the highest international levels. However, we lack a national policy that integrates fisheries, aquaculture, agriculture, nutrition, scientific research, and foreign trade under a shared course toward 2050.

This absence is particularly concerning when food security is beginning to acquire an importance comparable to that held by energy or raw materials in the last century. This argument does not imply questioning the historic contribution of the fishing industry, which is a source of national pride. On the contrary, it is about recognizing the value of an activity that has contributed significantly to the country's economic development and to the international positioning of Peru.

But precisely because we possess one of the world's largest availabilities of marine protein, it is necessary to broaden our strategic vision. The first priority must be to address our own nutritional gaps. It is not consistent to aspire to be a global food power while millions of Peruvians continue to face problems of anemia, nutritional deficiencies, and insufficient access to high-quality proteins.

The biological wealth of our sea must contribute not only to generating exports and foreign exchange, but first and foremost to guaranteeing the food security of our population. Today, more than ever, the reflection of the 1970 Nobel Peace Prize laureate, Norman Borlaug, resonates: “Food is a moral right of all who are born into this world.”

International experience demonstrates that food security does not depend solely on the resources available, but on the decisions made by States. As reaffirmed by the Rome Declaration on World Food Security, achieving this objective requires political will and national commitment.

The government that will take office on July 28 will have the opportunity to begin this task and project Peru toward 2050 as an oceanic food power: a country capable of feeding its population better, leading the sustainable development of fisheries and aquaculture, promoting scientific innovation, and transforming one of the planet's greatest biological riches into a strategic advantage for future generations.

食料安全保障は政治的な決断である」。FAO(国連食糧農業機関)が提唱するこの言葉は、21世紀における最大の戦略的課題の一つを要約している。2050年までに世界は現在より70%多くの食料を必要とするようになる中、たんぱく質を生産し、天然資源を持続可能に管理し、食料供給を保証できる国々は、ますます重要な地政学的優位性を持つことになる。

ペルーは、そのようなシナリオにおいて主導的な地位を占めるための卓越した条件を備えている。フンボルト海流は地球上で最も生産性の高い海洋生態系の一つを支えており、一方で我が国の農業は、他国が輸出できない季節に高付加価値製品を国際市場へ供給する顕著な能力を示してきた。このような海洋および農業食品分野の潜在力を同時に有する経済は多くない。

しかしながら、私たちは依然として漁業養殖業、そして農業を別々の産業として捉えているが、実際にはそれらは同じ国家戦略システムの一部を構成している。議論は、今後数十年間にどれだけの魚、果物、あるいは養殖製品を輸出するかに限定されるべきではない。本当の問いは、私たちが世界的なバイオフード大国になりたいのかどうかである。

その違いは本質的である。食料大国とは、単に資源を採取したり生産したりするだけではない。科学技術インフラ物流応用研究トレーサビリティイノベーション、そして制度的能力を発展させる。ノルウェーは、自国の海洋資源が国家発展を推進する国家政策となり得ることを理解した。ブラジルも熱帯農業において同様のことを行った。両国は自然の優位性を長期的な戦略ビジョンへと転換したのである。

ペルーはまだその段階に到達していない。重要な官民の取り組みは存在し、国際的な最高水準で競争する産業も有している。しかし、漁業養殖業農業栄養科学研究、そして対外貿易2050年に向けた共通の方向性の下で統合する国家政策を欠いている。

この欠如は、食料安全保障が前世紀におけるエネルギーや原材料と同等の重要性を持ち始めている現在、特に懸念される。この主張は、国の誇りである漁業産業の歴史的貢献を疑問視するものではない。むしろ、それは国家の経済発展とペルーの国際的地位向上に大きく貢献してきた活動の価値を認識することである。

しかし、私たちが世界有数の海洋たんぱく質供給量を有しているからこそ、戦略的視野を広げる必要がある。第一の優先事項は、自国の栄養上の課題を解決することでなければならない。何百万人ものペルー人が依然として貧血栄養不足、そして高品質なたんぱく質への不十分なアクセスという問題に直面している中で、世界的な食料大国を目指すことは整合的ではない。

秘鲁拥有在这一格局中占据领导地位的非凡条件。洪堡洋流支撑着地球上生产力最高的海洋生态系统之一,而我国农业则展现出卓越能力,能够在其他国家无法出口的季节向国际市场供应高附加值产品。很少有经济体能够同时拥有如此巨大的海洋和农食潜力。

然而,我们仍然将渔业水产养殖业农业视为彼此孤立的产业,而事实上,它们都是同一个国家战略体系的一部分。讨论不应仅仅局限于未来几十年我们将出口多少鱼类、水果或养殖产品。真正的问题是,我们是否希望成为一个全球生物食品强国

两者之间的差别是巨大的。一个粮食强国不仅仅开采或生产资源,它还发展科学技术基础设施物流应用研究可追溯性体系创新以及制度能力挪威认识到其海洋财富可以转化为推动国家发展的国家政策。巴西则在热带农业领域采取了类似做法。两国都将自然优势转化为长期战略愿景。

我国海洋的生物财富不仅应当用于创造出口和外汇收入,更应首先用于保障人民的粮食安全。今天,1970年诺贝尔和平奖获得者**诺曼·博劳格(Norman Borlaug)**的思考比以往任何时候都更加发人深省:“粮食是所有来到这个世界上的人的道德权利。”

国际经验表明,粮食安全不仅取决于可利用的资源,更取决于国家所作出的决策。正如**《世界粮食安全罗马宣言》所重申的那样,实现这一目标需要政治意愿国家承诺**。

将于7月28日就职的新一届政府将有机会开启这一进程,并推动秘鲁2050年成为一个海洋粮食强国:一个能够更好地养活本国人民、引领渔业水产养殖业可持续发展、推动科技创新,并将地球上最丰富的生物财富之一转化为未来世代战略优势的国家。
