The Federal Fisheries Council raises the limit for shrimp tail production on board to 50% for the 2026 season

Business chambers celebrate operational flexibility to improve international competitiveness, while unions and the provinces of Buenos Aires and Santa Cruz reject the measure due to the impact on land-based work

The Federal Fisheries Council (CFP) officialized Resolution No. 7/2026, which increases the authorized limit for the production of shrimp tails (Pleoticus muelleri) on board freezer beam trawlers up to 50% of the catch per fishing trip. The measure, approved by a majority in last Thursday's session, modifies the previous operational scheme that set a maximum of 36% —after having been raised from a historical 30% in 2025— and will apply exclusively and temporarily during the current fishing season.

The regulations respond to a formal request reiterated by the sector's business chambers —CAPIP, CEPA, and CAPeCA— together with the company Conarpesa, who argued the need to make high-seas operations more flexible to optimize international competitiveness. According to the fisheries entities, expanding the quota allows for the direct supply of highly demanding niche markets, such as Italy, which require the product to be deheaded at source. This enables shipowners to adapt on-board production to market demand conditions and ensure the continuous operation of the fleet with high-quality raw material.

Scientific backing and technical support

The resolution of the governing body had the support of the National Institute for Fisheries Research and Development (INIDEP). Technical reports issued by the scientists confirmed the zero environmental impact of the measure, pointing out that discarding shrimp heads into the sea constitutes organic matter belonging to the same ecosystem.

Furthermore, researchers determined that the implementation of this modality will not imply a significant increase in the overall fishing effort, because it affects only a fraction of the freezer fleet, which currently has the lowest participation in global catches of the resource. The Association of Fishing Captains also formalized its support for the initiative through a note submitted to the Council.

Union opposition and negative votes in the Council

The measure was consolidated amid a sharp internal debate due to the conflicting positions of the labor sector. The Food Industry Workers' Union (STIA) and the United Maritime Workers' Union (SOMU) expressed their formal rejection. SOMU pointed out alleged health risks and a heavier workload for crews on board, while the representative of shore plant workers, Luis Núñez, warned of a potential harm to employment on land due to the substitution of products processed in industrial establishments.

This position was rejected by the business sector. Through a statement from Conarpesa, it was assured that the measure does not impact the work on land at coastal processing plants, since the tails frozen on board are destined directly for export markets under the on-board frozen modality.

Within the CFP, the resolution added two negative votes correlated with union demands. The Secretary of Fisheries of Santa Cruz, Sergio Klimenko, based his rejection on the need to maintain consistency with provincial policies defending employment and added value on land, arguing that the dispute is of a commercial nature that should have been resolved in direct negotiations between chambers and unions. For her part, the representative of the province of Buenos Aires, Carla Seain, maintained her opposing stance, reiterating the objections presented in 2025 regarding the socioeconomic impact on markets and the risk to the maintenance of work in Buenos Aires plants.

Business reactions

Following the dissemination of CFP Minutes No. 15, the president of Conarpesa, Fernando Álvarez Castellano, celebrated the approval through an official statement titled "Logic triumphed over empiricism and ignorance". The executive harshly questioned the environmental arguments of the STIA and SOMU leaderships, defending the technical criteria of INIDEP, and noted that the measure will allow efforts to be focused on improving international competitiveness and generating quality employment.

The enforcement authority confirmed that the continuity and monitoring of this temporary flexibility will remain subject to permanent evaluations conducted by INIDEP on the evolution of the fishing ground during the course of the productive year.
