Chile opens debate over alleged incursions by Chinese squid vessels into its Exclusive Economic Zone

A new debate has emerged in Chile regarding the monitoring of foreign squid fleets operating along the country's Exclusive Economic Zone (EEZ), following the publication of an investigative report alleging repeated incursions by Chinese fishing vessels and the subsequent rejection of those claims by the Chilean fisheries authority.
The discussion began after BBCL Investiga, the investigative unit of BioBioChile, published an extensive report based on research by Argentine marine conservation specialist Milko Schvartzman. According to the report, satellite-based analysis identified six alleged incursions by vessels belonging to the Chinese distant-water squid fleet into Chile's EEZ during the past two years. The investigation also states that Chile became the principal logistical support base for this fleet in South America during 2025 after operational restrictions increased in neighbouring countries.
The report describes individual vessel movements derived from AIS (Automatic Identification System) data, including cases where vessels allegedly crossed into Chilean waters by distances ranging from a few hundred metres to several kilometres. It also highlights the role of refrigerated cargo vessels supporting offshore transshipment operations and notes that one environmental organisation has already initiated legal action related to one of the reported incidents.
However, only hours after publication, Chile's Undersecretary of Fisheries, Osvaldo Urrutia, publicly rejected the conclusions of the investigation.
According to the Undersecretary, Chilean authorities have not confirmed illegal fishing activity inside the country's EEZ. He stated that previous satellite detections reviewed jointly by SERNAPESCA and the Chilean Maritime Authority resulted in what he described as "false positives" and added that vessels proven to have fished illegally inside Chilean waters would not be granted access to Chilean ports. He also said that Chile maintains regular communication with Chinese authorities regarding fleet operations.
Two different interpretations of the same evidence
The case illustrates one of the most complex issues facing fisheries governance today.
Satellite-derived vessel tracking has become an increasingly valuable tool for monitoring distant-water fleets, but the interpretation of AIS tracks, vessel behaviour and possible fishing activity often requires additional verification through maritime authorities, fisheries agencies and, where available, complementary satellite systems.

At this stage, the publicly available information presents two different interpretations of the same situation:
- the investigative report argues that the analysed vessel tracks are consistent with repeated incursions into Chile's EEZ;
- Chilean fisheries authorities maintain that their verification procedures have not confirmed those alleged violations.

Questions concerning satellite monitoring, port access, transshipment, fisheries enforcement and vessel transparency have therefore become strategic issues not only for Chile but for the broader international squid industry.
