All jiggers committed to reprocessing squid on land

From the Legal area of the Undersecretariat of Fisheries they released the list of the 42 jiggers with the commitment to unload and reprocess illex in land plants to generate more work. There are the numbers of the last years but the additional minutes of the 2020 season are missing.
On Friday the Undersecretariat of Fisheries suspended dispatches to squid fishing. This year 69 jigger boats participated in a historic season from the overabundance of the North Patagonian Buenos Aires stock that appeared in the Northern Management Unit. As of the end of last month, more than 170,000 tons had been landed and the number will be greater when the last tide is computed.

Now the time will come to account for several of them. In reality, more than half of the jiggers that participated in the 2020 harvest have commitments to unload on land and process a percentage of the catches in reprocessing plants to generate more work and value, one of the objectives proposed by the new authorities when they repealed Article 4 of Resolution 6 of 2008.
This article established that squid sold for consumption in the domestic market was computed within the item percentage of processing in plants on land. Now ships with commitment will have to unload and reprocess ashore because there was a suspicion that these commercial transactions were forged. Resolution 1/2020 establishes the commitment as of February 20, when the fleet began fishing from the first days of January.

Commitment is not the same for everyone. There is a group of 7 boats for which the obligation is "greater than 20%", although six boats appear on the list: Arbumasa XXIX, Arbumasa XXVII, Madre Inmaculada, Minta, Taisei Maru 8 and Huyu 908. Perhaps the other is the Oryong 756, given that it is on the payroll with a high 75%.
Those who must reprocess "20% or more" is the majority group; There are 20 ships among which are the Arbumasa XXVI, Arbumasa XXVIII, Aurora, Chokyo Maru 18, Don Francisco I, Esperanza 909, Esther 153, Giuliana, Huyu 906, Huyu 907, Libertad del Mar I, Mateo I, Mishima Maru 8, Nanina, Orion 3, Orion 5, Puente Valdés, Sirocco, Vieirasa 18, Vieirasa 17.
There are 9 vessels that must reprocess "10% or more" of their landed catches. In this commitment the jiggers Asudepez II, Don Luis I, Espadarte, Huafeng 801, Huafeng 802, Huyu 962, Natalia, Navegantes III and Orión 2 are grouped.

Finally, there is another group of 6 ships that must reprocess an amount "less than or equal to 20% and greater than 10%". Here are grouped Zhou Yu 9, Zhou Yu 10, Lu Qing Yuan Yu 280, Lu Qing Yuan Yu 288, Huyu 961, Hua I 616.
Provision 299/2007 establishes a series of measures to optimize and extend the controls to verify the effective fulfillment of the commitments assumed by the shipowners in their fishing projects for the exploitation of the squid species, while coefficients were established for the different types of by-products generated from the whole squid in order to calculate the total quantity processed.
The rule establishes that the committed percentage may be discharged to the ground until August 31 of the year of the current harvest, and the ground reprocessing must be carried out before the last day of February of the following year of the harvest.

The reprocessing of squid on land is understood as the physical and chemical transformation of the specimen so that it fits within the definition of the National Classification of Economic Activities.
The total or partial breach of the commitment assumed by the permit holders will be considered a serious offense and the National Directorate will process the preventive suspension, the modification of the validity of the fishing permit or its expiration.
Since the rule came into effect, none of this has happened. Much less work on the ground has increased considerably. We will see what happens in this 2020 season of abundance under the administration headed by Carlos Liberman.
