Antarctic krill fishery is heading towards a second consecutive early closure

Conservation groups warn of growing pressure on the Antarctic ecosystem and demand immediate fisheries management reforms before the end of the month.

Oslo – The Antarctic krill fishery is rapidly approaching its trigger catch limit and is expected to shut down before the end of August. If materialized, this will mark the second consecutive early closure of the fishery, following last year's unprecedented operational shutdown four months ahead of the season's official end after reaching its 620,000-tonne trigger limit.

Antarctic krill is a foundational species supporting the food web of the Southern Ocean, serving as a primary food source for penguins, whales, seals, and numerous other marine species. At the same time, the resource feeds a growing global market for omega-3 nutritional supplements, aquaculture feed ingredients, and pet food.

Although overall catch levels remain below the estimated total krill biomass, scientists have repeatedly warned that the key issue is not merely the total volume harvested, but its geographical concentration. In recent years, the fishing fleet has increasingly concentrated operations around the Antarctic Peninsula, the exact region where wildlife relies on dense krill aggregations during critical breeding and feeding seasons.

This operational concentration intensified following the expiration of CCAMLR Conservation Measure 51-07 in late 2024, which eliminated mandatory safeguards that distributed fishing effort across distinct management zones. CCAMLR's own Scientific Committee subsequently concluded that the resulting spatial concentration of fishing was "not precautionary" and called for urgent management reforms. However, member nations failed to agree on a replacement management framework during the Commission's 2025 annual meeting.

Within this commercial framework, Aker QRILL vessels have maintained a dominant position, harvesting approximately 63% of the fishery's total catch over the past decade.

The anticipated closure comes amidst an ongoing legal review of the fishery's environmental credentials. Formal objections lodged by the Antarctic and Southern Ocean Coalition (ASOC) and WWF regarding the Marine Stewardship Council (MSC) recertification announcement remain under active consideration. To date, the independent investigator ASI has upheld several of ASOC's Objection Findings, which currently await a formal response from the certifying body.

Compounding these harvesting pressures are accelerating climate change impacts. Earlier in 2026, the IUCN listed both the emperor penguin and the Antarctic fur seal as Endangered, identifying declining krill availability linked to climate change as a direct threat to ecosystem resilience. Furthermore, researchers emphasize that current krill biomass estimates rely on survey data collected prior to recent unprecedented losses of Antarctic sea ice.

Ahead of the upcoming CCAMLR meeting scheduled for October 2026, conservation organizations are urging member countries to adopt five priority actions:

  • Restore precautionary spatial management of the krill fishery.

  • Adopt a modern ecosystem-based management system that prevents concentrated fishing in wildlife hotspots.

  • Establish the long-proposed Antarctic Peninsula (Domain 1) Marine Protected Area.

  • Identify a clear, time-bound pathway to adopt a representative network of marine protected areas by 2030 to achieve 30% protection of the Southern Ocean.

  • Ensure conservation decisions remain firmly grounded in independent science and intergovernmental governance.
