To Elena Conterno, aquaculture challenges include innovation, security and the relationship to communities.
Changes in General Aquaculture Act to boost sector takeoff, says SNP

The National Fisheries Society (SNP) states that the publication of Legislative Decree No. 1431, which provides for the amendment of the General Aquaculture Act, will allow the takeoff of investments in this important sector at national level.
SNP president Elena Conterno argued that the aquaculture industry was looking for a similar scheme to that of agriculture, since it is a similar activity, which involves stocking, taking care of water and health during the harvest, to then move the product to various markets.
Since 2013, Peruvian aquaculture production has stagnated at 100 thousand tons per year, says president of the National Fisheries Society.
"For aquaculture to be in the next 10 years the engine that agro-industry has had in the previous 10 years, approved incentives were required," she said.
According to the approved decree, as of January 1, 2019 aquaculture will count with the tax regime of agrarian promotion, which allows an incentive of 15 per cent of Income Tax. It should be mentioned, however, that this regime expires in 2021, but its extension is being discussed in the Congress of the Republic.
"Aquaculture is an issue that we must face in the country because of the opportunity represented by the farming activity and the high demand of proteins in the world. As we know, the world population grows, income also, and that means greater demand for proteins," said Conterno.
In this regard, the union leader also stressed that this sector can become a driver of decentralized employment.
"In Peru we have a coast of 3,000 kilometres, 12,000 lagoons and various rivers, which means an opportunity to develop aquaculture," she concluded.
