Shrimp and Squid, Main Topics of the CFP

Data on the current shrimp (Pleoticus muelleri) season were presented and the possibility of prospecting new areas was left open. A summary of the topics addressed in the illex monitoring commission was also presented, in addition to administrative topics.

In its fourth meeting of the year, the Federal Fisheries Council took note of the note presented by ALFA referring to the marking of fishing gear that was sent to the Enforcement Authority, granting a meeting to the Chamber of Shipowners for July 10; A judicial letter was received regarding the case that CAIPA is pursuing against the CFP for the shrimp allocation fund approved last year. A quota of anchovy was also assigned to ships from the province of Chubut and hubssi hake to ships from the provinces of Santa Cruz, Río Negro, Chubut and Buenos Aires. The justification for the inactivity of the Oryong 756 was approved and the ship Ronald H. Brown, flying the United States flag, was authorized to carry out scientific research activities in our waters on distribution and flows of CO2, whose data must be sent to Argentina before publication. But the issues that were addressed in depth in Minute 6 were those related to the shrimp and squid fisheries.

The INIDEP report on shrimp fishing indicators was taken into account from the beginning of the season, on May 29, until June 9. A summary is made of the yields and sizes that were better, both in abundance and size of the specimens, during the first days, with the majority of L1 and average catches of 16.4 tons per day per boat in subareas 4 and 5; but unfortunately, due to bad weather conditions, they had already been lost by June 2.
From that moment on, the fleet headed south to operate between subareas 13 and 14, having greater activity in the first where they found concentrations of shrimp. Here the most representative size became L2 and size L3 began to be important. They point out that the presence of juveniles was not important except for one day, when it reached almost 18% of the catch.

As for hake bycatch, in all subareas it remained below the permitted levels, except for one day when 36% was recorded in Subarea 13, but the next day it dropped to 19% and remained until June 10. at permitted levels, as reported by INIDEP. This event, which occurred on June 7, explains why the closure of the area was initially advised and then the measure was rescinded.
The minutes indicate that, given the decrease in yields, the enforcement authority requested to expand the survey on June 9 and it was decided to send the ships with observers initially to subareas 11 and 16. As has already been published, In the first they found good concentrations; but in subarea 16 they found no marks, so the area was closed and they moved to subarea 15.
Subarea 11 was open as of yesterday, once the councilors became aware of the situation: yield of 14.5 tons per day with 40% of L2, 30% of L3; 20% L1 and juvenile levels less than 6%. Regarding hake bycatch levels, in the first two days they were between 21% and 23%, but by the third day it had dropped to 8%, so the opening was decided.
In subarea 15, which has not yet been opened, shrimp catch data were good, with yields of 13.5 tons per day composed mainly of size L2 followed by L3 and L1, in order of importance. The percentage of juveniles was 15% but the hake bycatch was 27% on the third day, so it was decided to wait for new data from observers before making a decision on opening or closing.
The councilors, anticipating what the business sector could require in the coming days, asked INIDEP “to analyze the possibility of carrying out a new survey in some of the subareas surrounding the areas where the concentrated shrimp appeared and if it is considered appropriate “Send the corresponding prospecting plan.”

Next, they took note of the notes presented by ALFA regarding the request for modification of the management measures, mainly regarding the duration of the trip, which they request to be 72 effective hours of fishing. They also took note of the note presented by the SOMU that expresses its opposition to the increase in the production limit of glues on board freezer beam vessels. Let us remember that CAPeCA and CAPIP requested that this limit be raised from 30% to 50%. None of these issues were addressed by the counselors.
Finally, they learned of the note presented by the representative of Río Negro, Sergio Paleo (Echegaray's collaborator), requesting a social quota, "by virtue of the situation that the fishing sector of his province is currently going through, with a complex productive and economic context that determined the declaration of the state of fishing emergency in the San Matías Gulf.” The sole purpose of which would be to “sustain and guarantee jobs on land in the city of San Antonio Oeste and its area of influence.” The councilors promised to discuss it at the next meeting.

The Fisheries Planning Directorate presented the evolution of landings and an analysis of foreign trade, while INIDEP presented the results of the last research campaign and data from the current season. The companies presented requirements for the certification process, which were partly resolved with the agreement signed with INIDEP and requested predictive information on the behavior of the resource.
The February campaign that was carried out on the parallels of 48º and 51º South had operational impediments that reduced the work days, so only the southern end of the area could be investigated, preventing the calculation of the recruitment of the South Patagonian Stock, significantly limiting the estimates.

The companies that are in a certification process asked for explanations regarding the continuity of the campaigns, given that the estimation of populations at the beginning of the season is key data. They then stated that they were working with INIDEP to achieve more days of campaigning and thus obtain the information required of them. In this context, the collaboration agreement with the institute was concluded.
For its part, INIDEP reported that they are working to obtain financing for the campaigns, as well as for the maintenance and preparation of the vessels in time to carry them out. The need to focus research efforts on priority species such as squid was also raised to the advisors and authorities of the Undersecretariat.

Regarding the current season, the yields obtained in the southern sector were presented at the beginning of the season until March, when due to the low presence of the resource, the fleet composed of 70 vessels moved to the northern sector, where a few ships still remain, waiting for some sign of a rebound in illex, as happened last year.
INIDEP indicated that given the decrease in observed yields, measures should be recommended to ensure the sustainability of the resource in the next season, to which the companies requested that the evolution of catches be analyzed first in the coming weeks.
Landings this year have not reached the levels of 2023 but the difference is insignificant, 148 thousand tons versus 153 thousand tons last year, with a greater participation of the trawl fleet than in previous years. The catches in the Malvinas and outside Mile 200 were also very good, with 138 thousand tons in the first case and 170 thousand tons in the second.
Regarding exports, the situation is better than last year, both in volume and price. In the year-on-year comparison to the month of April, there was a growth in tons of 67% and double the amount collected, 97% more precisely, given that there was also a price increase of 18%. Regarding the processing percentage, in 2023 it was 5.7% and in 2024 it was 4.6%, according to data from the Fisheries Planning Directorate.
The Council will meet again but strikingly they have not set a date: “It is agreed to continue with the treatment of the other topics scheduled for the current meeting,” the minutes close.
