Seafood Legacy Spain Facility Project
The Regional Government of Galicia (Xunta) has formalized new financial support for the salmon farming plant project of Seafood Legacy Spain, a subsidiary of the Norwegian company Seafood Legacy, which will be built in the port of Burela (Lugo). The investment amounts to €3.5 million through Sodiga, the regional venture capital society, thereby acquiring 9.6 % of the shares in Seafood Legacy Spain.
This operation, which adds to the previous injection of €25 million from the Consellería do Mar (co-financed by 70 % from the European Maritime, Fisheries and Aquaculture Fund, EMFAF, and 30 % from the regional budget), aims at "revitalizing the environment" and "industrial development in Galicia." Sodiga's participation is part of the latest capital increase, which raises the total shares of Seafood Legacy Spain to 11.43 million.

The 4 Steps to RAS Salmon Production
The project, with a total budget of €78.86 million (over €80 million according to other sources), will focus on Atlantic salmon production using the innovative Recirculating Aquaculture System (RAS) technology, which seeks to optimize resources and reduce environmental impact. The plant, which is expected to start construction before the end of the year (2025) with an execution period until June 2027, will be located in facilities spanning 25,167 square meters in the port of Burela.
The hatchery is designed for a planned annual capacity of 3,500 tonnes (though other initial forecasts mention 3,000 tonnes), which would allow the local market to be supplied with fresh salmon, reducing dependence on the over 70,000 tonnes per year imported, mainly from Norway. The Xunta estimates that the project will generate "up to 100 direct and indirect jobs."

The Norwegian-Spanish Team of Seafood Legacy Spain
Before Sodiga's incorporation, Seafood Legacy Spain had other significant investors: the Norwegian parent company contributed €14.58 million; the management company Arinver (based in Avilés) €2.36 million; the investment group Dmanan (from the founding family of Ingapan) €2.4 million; and the fishing company Grupo Regal (based in Viveiro) €1.57 million.
In June 2025, representatives of the Consellería de Economía e Industria met in Oslo with executives from Seafood Legacy C. E. I. to advance this project, which the parent company, Columbi Salmon, promotes as a model for local, low-carbon, and high-quality production.
