The Undersecretary of Fisheries has convened a new meeting of the Federal Fisheries Council (CFP) for December 4th and 5th, with the aim of discussing the allocation or one-year extension of Transferable Individual Quotas (CITCs) for common hake.
This call has generated criticism from the Province of Buenos Aires, which denounces delays in the redistribution of quotas under the parameters established by law, as well as the possibility of an "annual auction" promoted by the national government, as reported by Karina Fernández from Revista Puerto.

Postponements and Criticisms
In the previous meeting, the CFP failed to define the new values for the Unique Extraction Rights, which led to the postponement of its treatment until December. Additionally, in the CFP's Act 23, it was recorded that the allocation or extension of common hake CITCs will be discussed, revealing the Executive's intentions to postpone the redistribution.
Carla Seain, representative of the Province of Buenos Aires, expressed her discontent with the generated uncertainty and denounced that the results of the quotafication workshops have not been made available to the councilors. According to Seain, "the allocation of a quota for 15 years is the proposal worked on in the workshops held throughout the year by all members of the Council." She insisted that this was the intention since the approval of the quotafication for other species, such as black hake, southern hake, and polaca.

Seain also pointed out that "the national government's decision not to move forward with the agreed-upon process constitutes a dilatory action," and strongly rejected the proposal to allocate or extend the current quotas for one year, as well as the possibility of an annual quota auction, in contravention of Article 27 of the Federal Fisheries Law.
A controversial Proposal
The idea of an annual quota auction, according to Seain, not only contravenes current regulations but also implies a radical change in the fisheries management system. The lack of details about its implementation generates uncertainty and unanimous rejection from business chambers and unions, such as the Association of Coastal Fishermen, the Chamber of Shipowners, CAPECA, CAPIP, CAIPA, and CEPA. These entities agree that this alternative endangers domestic production, Argentine employment, and the development of port cities.

A Tense Context for the CFP
The upcoming CFP meeting promises to be crucial. Tensions between provincial representatives and the national government could escalate into legal claims if measures are adopted that contradict current regulations. Additionally, the CFP is expected to address the Unique Extraction Rights, a postponed issue where the initial proposal of a 2.5% linear increase for all products has been resisted by the sector. With conflicting interests and an uncertain scenario, the December 5th meeting will be decisive for the future of the fisheries management system and the management of common hake, a key species for the industry.
