US Tilapia Import Duties Loom: Market Restructuring Ahead?

Global tilapia production continues its upward trend, even as US demand weakens.  Currently, Chinese tilapia exports to the US face a 25% tariff. 

The potential implementation of additional tariffs, particularly with the new administration taking office, could significantly reshape the competitive landscape for Chinese exporters.

"Global production is increasing while US consumption is declining," noted Angel Rubio, price analyst at Urner Barry, speaking at the National Fisheries Institute's (NFI) Global Seafood Market Conference (GSMC). "The reasons are complex and generally have to do with trade policy and regulations."

Frozen fillets constitute 70% of US tilapia imports, followed by fresh/chilled fillets at 15%, with the remainder comprised of frozen and fresh/chilled whole fish.

Ron Risher, CEO of Grobest Seafood Global, highlighted the scale of the industry: "Tilapia production worldwide is estimated at 7 million tonnes, making it a popular seafood product globally." 1   He added, "As political tensions between the US and China escalate, tariffs on tilapia are likely to increase, creating opportunities for non-Chinese tilapia in the US market.  Several countries are strategically positioning themselves, with Indonesia at the forefront."   

While much of Indonesia's tilapia farming occurs in Sumatra, facing relatively high production costs, Egypt and India present significant potential for expansion.  Vietnamese basa is also poised to further capitalize on the evolving market dynamics.

Risher anticipates that continued price increases for Chinese tilapia, compounded by the possibility of additional tariffs, could further dampen US demand.  "If tilapia prices continue to rise or the US imposes more tariffs, US consumption will certainly be suppressed. However, overall import volumes are unlikely to decline. We anticipate increased opportunities for pangasius, though production capacity limitations in Vietnam could pose a constraint," he explained.

Basa has steadily gained market share against tilapia in recent years within the US, with an estimated 60:40 ratio projected for 2024.  NFI's Niche Discussion forecasts that pangasius could displace the majority of tilapia by 2025.
