Zarubinskaya Fleet Base (ZBF), a village-forming enterprise for the extraction and processing of fish and seafood in the Khasansky district of the Primorsky Territory, is trying to go through bankruptcy proceedings on its own application. The company was previously included in the list of assets controlled by businessman Dmitry Dremlyuga and a number of other persons that can be transferred to the state.
The consideration of the validity of ZBF's application for its own bankruptcy is scheduled in the Arbitration Court of the Primorsky Territory on May 6. At the same time, the court granted the request of the Primorsky Territory prosecutor's office to involve the department in the case.

LLC "Zarubinskaya Fleet Base" was registered in February 2001 in the urban-type settlement of Zarubino, located in the south of the Zarubina Peninsula in the western part of Trinity Bay, Posiet Bay, Peter the Great Bay. The industry is "sea fishing".
The company was founded on the basis of the assets of the bankrupt enterprise "Far Eastern Fleet Base" (DFB, liquidated in 2003), conducted coastal fishing and processed fish and seafood, planned to grow scallops and other aquatic animals. According to the Unified State Register of Legal Entities, ZBF LLC is located in property of an individual.
The company began to experience serious problems in 2018. In January 2019, an appeal was circulated by the ZBF labor collective addressed to the governor of Primorsky Krai, which stated that the failure to issue permits to catch 1.3 tons of pollock, as well as cucumaria, urchin, cod and spizula in the coastal zone of Primorsky Krai put the company in a situation where it will be forced to cease its production activities and lay off more than 200 of its workers.
It was noted that de jure the company had contracts concluded with Fisheries in 2018 for a period of 15 years, but fishing permits were not issued. The fact is that the regulator has begun to terminate agreements on fish production quotas with companies that, according to the Federal Antimonopoly Service (FAS) of Russia, are illegally controlled by a foreign investor.
From October to December 2018, Rosrybolovstvo (Federal Agency for Fisheries) received five conclusions from the Federal Antimonopoly Service of Russia, which entered into legal force on the basis of judicial acts, in relation to Atlantic LLC, PJSC HC Dalmoreprodukt, Typhoon LLC, CrabDV LLC and Zarubinskaya Baza LLC fleet." Procedures were carried out against these companies to terminate fishing rights. "In particular, in accordance with the conclusions of the Federal Antimonopoly Service of Russia on the identification of the fact that the user was under the control of a foreign investor in 2018-2019, in accordance with the rules for the forced termination of the right to extract aquatic biological resources, the territorial departments of Rosrybolovstvo canceled the permits for the extraction of aquatic biological resources issued to these legal entities ", explained the representative of the department.
The ZBF then noted that the enterprise would not survive without quotas.
"Together with representatives of the Ministry of Eastern Development, investors were found for the development of mariculture. The total investment volume is 200 million rubles until 2025. But these plans may not be realized. Income from fishing activities is almost 50 million rubles even without these funds the enterprise will not survive. At the same time, significant funds have already been spent on preparing the workshops and fleet,” the labor collective said in its appeal.
