Brazilian court suspends shrimp imports from Ecuador

The Brazilian Association of Shrimp Breeders (ABCC) succeeded in getting the Federal Court to issue a preliminary ruling requiring the Ministry of Agriculture to suspend authorization to import shrimp from Ecuador.
The judicial decision establishes that it is necessary to carry out an import risk analysis (ARI) for the purchase of the Ecuadorian crustacean and that the measure is "essential to prevent the proliferation of diseases in the national fauna," informed Canal Rural.
The ABCC argues that there are ten diseases in that country that could put the Brazilian shrimp industry at risk.
"There is a clear risk of introducing native shrimp into Ecuador in the domestic market, even as frozen products, since even in this condition there is scientific evidence suggesting the survival of infectious agents in the freezing process. The administrative decision to authorize the import of the product without the necessary and contemporary Import Risk Analysis -- ARI does not seem reasonable, motivated or admissible", says the decision of federal judge Itagiba Catta Pretta Neto.
The Agricultural Defense Secretary of the Ministry of Agriculture, Luis Eduardo Rangel, ensured that prior to authorizing shrimp import, an ARI was carried out, as it had been established, and confirmed that that entity will appeal the decision.
"What we can do is update the ARI that had been made. Meanwhile, we will maintain the normal procedures of label registration. When the preliminary ruling is revoked, we will see. They (the ABCC) believe that an ARI should be performed in the way that they want to and we have to do these analyzes to lock the market. We are technicians. We act in accordance with the rules of the OIE (World Organization for Animal Health)," said the official.
Licenses that have already been granted and issued must be cancelled, in compliance with the decision of the Federal Justice.
According to the Ministry of Agriculture, up to now no shipment of Ecuadorian shrimp has entered the country.
