Estremar raises concern about Patagonian toothfish allocation

On 2 November, an article published in Revista Puerto, entitled "The Council was a party," outlined the unusual meeting held by the Federal Fisheries Council (CFP) on 29 October, which was not attended by the undersecretary of Fisheries and Aquaculture, Miguel Bustamante, who holds the position of chairman of this entity (and who reported that he was in Montevideo).
The writer of that article, Karina Fernandez, summed up the meeting in this way:
"Although the chair of the Federal Fisheries Council was headless, high-impact decisions were taken and they have already been rejected by the members of the fishing community. Additional Patagonian toothfish volume was allocated to the vessel Echizen Maru, belonging to the firm Pesantar-Newsan, on which there is an indictment due to its indirect relation with the government occupying the Falkland Islands; the complainant Juan Benegas publicly showed his repudiation. Moreover, the permit granted to the boat Maria Alejandra belonging to the group Valastro was refloated, since it was no longer contained in the records of the Undersecretariat of Fisheries, using in turn the history of illegal permits given to ships in the nineties that should have been scrapped. A reformulation was also approved as part of the changes made to the shrimp fishery management measures; and the representative of Santa Cruz requested an urgent meeting of the Commission to address the management plan before authorizing new shrimp fishing vessels".
As it is stated in the Minutes No. 41/2015 of the CFP, at that meeting it was decided to allocate additional quotas as follows:
[...] "It is unanimously decided to assign the following catch volumes out of the Administration Reserve:
- 118 tonnes for the ship TAI AN (MN 01530) of SAN ARAWA SA;
- 118 tonnes for the ship ECHIZEN MARU (MN 0326) of PESANTARS.A;
- 103 tonnes for the ships ARGENOVA XIV (MN 0197), ARGENOVA XXI (MN 02661) and ARGENOVA XXII (MN 0214) of ARGENOVA SA, distributed equally to each vessel; and
- 53 tonnes for the ship CENTURION DEL ATLANTICO (MN 0237) of ESTREMAR SA.
"The Institutional Coordination is given instructions to communicate the decision to the DNCP for the purpose of registration and notification to interested parties."
As a result of this, the president of Estremar, Alan Mackern, has made a formal submission requesting a shorthand copy of the CFP meeting.
All this will surely release a series of consequences in the legal field for some of the members of the CFP. At the same time, it will make it possible to clarify the unusual situation of the boat Echizen Maru belonging to Pesantar, which is really strange as it is in the midst of a legal process intended to find out if its owners kept some direct or indirect relationship with the government occupying the Falkland Islands (let’s remember that Pesantar belonged to Nissui Group when it was reported).
In numbers, the 118 tonnes of Patagonian toothfish (Chilean seabass) that were allocated to Pesantar-Newsan, represent approximately 70 tonnes of production with minimum sale value of USD 25,000. This means that it has been "rewarded" with USD 1.75 million that it could produce in four days’ fishing.
